Data here are compiled from the U.S. Census of Governments. School districts in most states function as independent local governments with their own elected governance. Though limited in mandate, school districts make up a large part of local government across the nation, accounting for 32% of all local government expenditures. When adjusted for population, this provides a distinct measure of governmental fragmentation.
